Subject: CONGRESS CURTAILS BROWNFIELDS PROGRAM

CONGRESS MAY CURTAIL BROWNFIELDS INITIATIVE

Reports from Capitol Hill today (Thursday, September 4) suggest that
the Appropriations Conference Committee on VA, HUD, and Independent
Agencies is about to adopt House language that would seriously curtail
the EPA's Brownfields program, limiting funds to administration,
assessment, and training, and thus eliminating budgets for cooperative
agreements, conferences and other forms of public involvement, and
cleanup (supported through a revolving fund). Reportedly, Brownfields
activity at the Department of Housing and Urban Development, as well as
the Commerce Department's Economic Development Administration, would
also be cut. The conference committee may complete its action as early
as Friday, September 5.
