If you'll excuse the expression, EPA's investment in Brownfields is a fraction of the tip of the iceberg. EPA has been funding assessment pilots to the tune of $200,000 each. Most Brownfields investments are made by the private sector, though many redevelopment agencies and community development corporations are also players. In fact, most regulation of brownfields cleanup is done by the states.
