Emery's point is well taken -- and the subject of one of the panels in a
program being sponsored by the American Bar Association's Standing
Committee on Environmental Law, June 5-6 at the Bolger Center near
Washington D.C.  I'll be the first to say that this is a shameless plug for
the conference, of which I am privileged to be a co-chair.  Information is

It becomes increasingly apparent that one of the attendant impacts of
efforts to preserve open space is an increase in the value of land in
other
existing uses. As our efforts to spur economic development succeed,
those
who are existing land owners will find themselves the beneficiaries of
windfall profits and rents driven by government supported programs.

What happened to "environmental justice.?
