If you understand the commitments involved with living in a capitalist society and the construction and commitment of the legal structure re properly, you're likely to conclude that the only way to protect the poor residents from displacement in redeveloping areas is to transfer ownership interests in the developing land to them; to make them property owners under the law. If one was to analyze the living needs and conditions of the poor, use social funds to purchase, administer, and transfer equity to the local poor residents, one might be able to ensure the equitable participation of the local poor community.
