Yes - I'm Principal Investigator on a study for HUD that is looking at a number of issues related to state VCPs and development policies and their effects on brownfield redevelopment rates; among the iissues we are examining is the impact of different institutional controls; we're due to be done with our work in the Fall. I've also done work on the appraisal industry's valuation of brownfields and their tendency to downgrade the value of previously contaminated sites that carry any institutional controls. They seem to assume that any constraint on future land use undermines property value -- perhaps because such controls tend to be imposed on cleanups that do not return sites of "background" levels of pollutants (and thus those sites are more exposed to possible future environmental liabilities). I don't have enough data from the HUD study yet to say if the assumptions of the appraisers are borne out by the developers' behaviors, but we should be able to comment on that eventually.
