After two years, progress slow on brownfields loan program

WASHINGTON (AP) Two years after the Clinton administration started a new
loan fund to clean old industrial sites, the effort has gotten so bogged
down in regulations that just one project waterfront housing in
Stamford, Conn. has been financed.

Hopes remain high for the U.S. Environmental Protection Agency's
revolving loan fund for brownfields. Two industrial areas of New Jersey,
the city of Trenton and Hudson County, have received money from the
program.

But some city and town officials say the program must be streamlined if
the money is to actually flow where it's needed.
