For the COMPLETE article go to: http://www.ohio.com:80/bj/news/ohio/docs/012128.htm The Beacon Journal 11/28/99 Cuyahoga County hasn't been able to use federal cleanup grant BY KATHERINE RIZZO Associated Press Writer (excerpts) WASHINGTON (AP) -- Officials in Cleveland haven't found a way to spend $350,000 they got from the federal government more than two years ago for cleaning up abandoned factory land. ``We want to use it,'' said Virginia Aveni, who is in charge of administering the grant for the Cuyahoga County Planning Commission. But in a complaint that is echoing across the nation, she said the rules attached to such grants are too strict. Cuyahoga County is able to point to its own brownfields loan fund, worth more than $26 million, to show how grants can be turned into cleanups. The county's own program has been distributing local grants of up to $450,000 to help developers assess chemical contamination and do other things needed to get a property ready for recycling. In one case, a property went from contaminated to clean and ready to use in just six months.
