But today, the proposed site will be named one of the ''Dirty Dozen,'' the state's worst environmental and public health threats, by the Toxics Action Center, a Boston environmental advocacy group. Bethlehem Steel used the 24-acre Quincy Avenue property as a dumping ground from the 1940s to early 1960s.
