NH bailing out mills in Berlin and Gorham By TOM FAHEY State House Bureau Chief CONCORD — The rescue of paper mills in Berlin and Gorham took a major step forward yesterday when executive councilors approved a plan to take possession of polluted sections of Androscoggin riverbed. The council voted unanimously to allow a friendly eminent domain taking of more than 138 acres of the riverbed. No potential buyers of the mills, idle since August, would agree to a purchase if it included the polluted riverbeds. Paper mills and hydroelectric dams are on the 11 parcels involved in Berlin, Gorham and Shelburne, all contaminated with the carcinogenic chemical compound PCB. The state will pursue previous landowners who could be found liable for the contamination, said assistant attorney general Peter Roth. By taking the land, the state will clear the way for Fraser Papers to buy the mills and avoid liability for the pollution. Fraser bid $30 million for the mill complexes in the Chapter 11 bankruptcy case of current owner American Tissue Inc.
