[CPEO-BIF] EPA Brownfields Proposal Guidelines finalized

On October 24, 2002 U.S. EPA announced the availability of the final
version of its "Proposal  Guidelines for Brownfields Assessment,
Revolving Loan Fund, and Cleanup  Grants." The entire document may be
downloaded from

The final version appears to differ little in substance from the
agency's September draft. That's not surprising, since the participants
in two late-September listening sessions at EPA headquarters seemed
generally pleased with the document. The Guidelines have been
graphically enhanced to make them more user-friendly, and they clarify
technical issues raised by participants at the listening sessions.

The most significant change is that the original deadline for the
submission of proposals has been pushed back to December 16. Final
proposals, for those applicants invited to complete the process, will
still be due March 5, 2003.

The extra time may prove significant to potential applicants. Because
the guidelines offer a menu of assessment grants, loan funding, and
cleanup grants, it may take a while for eligible entities just to figure
out in which categories they wish to submit proposals.
