Momentum builds for renter safeguards Lawmakers to introduce environmental disclosure bill in January BY TOM WILBER Binghamton Press & Sun-Bulletin (NY) November 6, 2005 Efforts to create safeguards for renters unknowingly exposed to environmental hazards such as those in Endicott are gaining significant and growing support among state lawmakers, who expect to introduce legislation in January. Assemblyman Thomas DiNapoli, chairman of the state Legislature's Environmental Conservation Committee, said Friday he is working with colleagues to draft a bill that could be introduced in the next legislative session. It would require that landlords advise tenants of hazards such as radon or vapor intrusion -- a process in which vapors from subterranean chemical pollution waft into homes. "That's important information, and we are looking at a legislative fix in what seems to be a gap in the public's right to know," said DiNapoli, D-Great Neck, who is working with Assemblywoman Donna Lupardo, D-Endwell, on the bill. While homebuyers must be informed of certain environmental threats, the same does not apply to renters. An investigation by the Press & Sun-Bulletin, published Oct. 30, found more than 50 renters living in apartment buildings in a polluted section of Endicott without systems to prevent vapor intrusion. ...
