Private landfill owners stand to make millions from debris dumping By RYAN LaFONTAINE Biloxi Sun Herald (MS) February 23, 2006 HANCOCK COUNTY - A plan to move debris that could have generated millions of federal dollars to the county school district instead will soon make four local men millionaires. Shortly after Hurricane Katrina hit on Aug. 29, county officials were in a frantic search for a place to dump massive piles of debris, and Hancock Supervisor Steve Seymour said the county first considered using hundreds of acres of 16th Section land in the Stennis buffer zone. With more than 7 million cubic yards of trash scattered throughout the county, a plan to use 16th Section land in the buffer zone would have meant the county school district could have collected more than $21 million - a boon to a county with virtually no property taxes to rely on to fund next year's budget. Land designated 16th Section has been set aside by the state as a trust; the proceeds of any income from it benefits local schools. ...
