Landfill dumping to slow under deal
But new proposed site is near wildlife refuge

The dumping of construction debris at a recently reopened city-owned
landfill in eastern New Orleans will be drastically pared, thanks to a
series of developments this week.

But plans are progressing to open a new construction landfill on a nearby
property that abuts the Bayou Sauvage National Wildlife Reserve, a location
previously rejected as a landfill site.

On Wednesday, the state Department of Environmental Quality and the
Louisiana Environmental Action Network settled a lawsuit that the
environmental group brought in protest of the state's decision to relax
certain requirements in the wake of Hurricane Katrina and allow the Old
Gentilly Landfill to reopen for construction and demolition debris.

Under the settlement, the department agreed to limit temporarily daily
dumping at the landfill to 19,000 cubic yards of waste and to study further
the effects the dumping could have on the nearby Intracoastal Waterway
levee. In addition, regulators promised to add water-monitoring wells on
the site and to allow the public to weigh in on the reopening -- a move
that Louisiana Environmental Action Network attorney Joel Waltzer said he
hopes will lead to the landfill's closure.
