Waukegan Harbor set for 'final' cleanupBY GARY WISBY Chicago Sun-Times April 20, 2006 In the 30 years since PCB contamination was found in Waukegan Harbor, there have been many cleanup plans. "This is the last plan," U.S. Rep. Mark Kirk declared Wednesday. With federal, city and state players finally on the same page, officials voiced confidence that final cleanup of the harbor can be completed by 2010 for $35 million. ... Kirk (R-Ill.) said a cleanup will "unlock 1,600 acres of prime lakefront property." Pointing to a drawing of luxury lakefront condos, he cited an estimate that Lake County property values would increase by $800 million and average home values in Waukegan by $53,000. ...
