Notes from the Field: Land Use Control Tracking; A Status Reportby Amy Jiron, Stephen Merrill Smith, Susan Eddy, and Keith Hagg LUCs.org May 6, 2006 The authors of this report provide an up-to-date analysis of land use control (LUC) tracking systems at the federal, state, local, and private sector levels. The paper discusses the basics and background of LUCs, then begins an analysis of how LUC tracking systems are being used by various stakeholders. The analysis includes the challenges and complexities of LUC tracking, how it relates to all appropriate inquiry (AAI) rules and CERCLA liability compliance, as well as the efforts of EPA, state, and the private sector to track LUCs. The report concludes with a discussion of possibile next steps and recommendations. In addition, the authors include an appendix that provides a complete listing of all state on-line remediation and LUC tracking databases.
