Parrish Utica Observer-Dispatch (NY) May 15, 2006 UTICA — City officials say a limited amount of developable land and strict state environmental regulations are making it tough to offer a home for new or growing businesses. Political leaders and local developers see the issue as a critical one that leaves Utica without enough available land to compete with Rome and other neighboring communities for job-creating businesses that could boost Utica's tax base. "It's a difficult balancing test to walk between wanting positive economic development and also maintaining environmental integrity," said Randolph Soggs, president of New Hartford-based Soggs Commercial Properties, which buys and redevelops existing properties. ...
