LandMar wins nod to clean DurangoBy GORDON JACKSON Florida Times-Union November 15, 2006 ST. MARYS - The City Council agreed Monday to support legislation to help Jacksonville-based LandMar Group pay for the environmental cleanup of the Durango-Georgia Paper Co. site. Charlie Smith, a St. Marys attorney representing LandMar, told City Council members the resolution is the first step toward creating a tax-allocation district that will lead to the development of the 750-acre industrial site, which has been deteriorating since the paper mill closed four years ago. Smith said the Camden County Commission and the county school board will also have to approve similar resolutions for the General Assembly to approve local legislation supporting the tax-allocation district. The final say, however, will come in June when Camden County residents vote on a resolution supporting the legislation. If the referendum is approved by voters, the cleanup costs, estimated at $15 million to $25 million, will be generated through property taxes paid by new residents moving into the community as it's developed, instead of going to the city, county and school district. Smith said it could take as long as 12 years for taxes from new residents to pay for the cleanup. ...
