[CPEO-BIF] EPA report on mill sites

EPA has released a report entitled "Revitalizing America's Mills: A Report on
Brownfields Mills Project".  The 32-page report discusses "the challenges
faced and solutions found during the EPA-supported revitalization of more
than 350 mill sites throughout the nation."  The report includes a brief
history of mills in the United States, followed by case studies of textile
mills, paper mills, and iron and steel mills.
