State offers cash to homeowners as toxic plume spreads By Crystal Bonvillian Montgomery Advertiser (AL) February 26, 2007A 600-acre toxic underground plume in north-central Montgomery continues to spread, prompting the state to offer cash to homeowners in a new 100-acre area and commercial property owners throughout the entire site. About 600 households and businesses will receive a letter in the next day or two from the Alabama Department of Transportation about the Coliseum Boulevard Plume. ALDOT officials mailed the letters Saturday. The agency is proposing that a landowner receive 5.1 percent of his 2006 property value if he agrees not to access the groundwater, gives the state access to the land for testing and promises not to sue the state. The payments are expected to total about $4.5 million. ...TCE is not a health risk as long as the groundwater remains underground, according to the Alabama Department of Public Health. ...
