'Hard Hat' tours look at brownfields

NEW HAVEN - Connecticut Development Authority officials braved rubble and old machinery in a walkthrough of the defunct Bigelow Boiler factory on River Street Monday, launching a series of "Hard Hat" tours at brownfield sites around the state. CDA President Marie O'Brien said the quasi-public agency finances economic development projects that focus on commercial and industrial uses.

Its board of directors rules on applications for loans or bank loan guarantees that help with development costs such as expansions, equipment purchases or building improvements.

Environmental assessments at the Bigelow complex revealed polychlorinated biphenyls (PCBs), lead, arsenic, oil and possibly underground storage tanks.
