'Hard Hat' tours look at brownfields Angela Carter New Haven Register June 26, 2007NEW HAVEN - Connecticut Development Authority officials braved rubble and old machinery in a walkthrough of the defunct Bigelow Boiler factory on River Street Monday, launching a series of "Hard Hat" tours at brownfield sites around the state. CDA President Marie O'Brien said the quasi-public agency finances economic development projects that focus on commercial and industrial uses.
