City boards approve property cleanup plan as part of Kellogg incentive Plan must go to city commission, state for final approval Nick Schirripa Battle Creek Enquirer (MI) August 22, 2007A pair of city boards approved an incentive package in the hopes that Kellogg Co. will expand its research facility downtown, but the company has yet to commit to the plan. The Battle Creek Brownfield Redevelopment Authority and Tax Increment Finance Authority each approved a $2.6 million plan Tuesday to clean up several properties east of the W.K. Kellogg Institute for Food and Nutrition Research. With the loan approved Tuesday by the two boards, the plan is expected to go in front of the city commission on Sept. 18 for final approval. State approval of the plan and proposed tax abatements are expected sometime in October or early November. ...
