Buildings to get facelift

Cullman city is planning to convert old industrial buildings into modern, centralized offices for city departments.

The city entered a lease-to-purchase agreement with Greif Brothers last summer for property on Eighth Street by Depot Park. Since the property was formerly used for industrial purposes, the city may be eligible to receive grants from the Environmental Protection Agency as part of the EPA's brownfield project. The project provides environmental assessment and money for clean-up of brownfield property, or property previously used for industry which could be contaminated by chemicals or toxins. "For the most part the types of activities taking place out there were somewhat messy but not severe enough to critically spoil the site," Cullman City Planner Jim Fisher said.

The city hired engineering firm Goodwyn, Mills and Cawood to assess the land and prepare a grant application for the EPA's brownfield project. Fisher said these tests were essential to determine whether the site qualifies as a brownfield area for the city to receive federal funding. The city spent nearly $30,000 on legal and engineering fees for the project in 2007.

"The brownfield study we've got going on is to apply for the EPA to fund the necessary studies on how to remediate any spoils on the site, hazardous materials and whatever else."
