Slow market keeps West End Village on hold Developer slowly moves ahead with third phase of its mixed-use project By Richard Craver Winston-Salem Journal (NC) June 24, 2008A slow residential market in downtown Winston-Salem is keeping the third phase of West End Village in neutral.
But West End Ventures LLC, which operates the mixed-use project, is trying to plug ahead where it can.
The group has filed a request for brownfield approval with the N.C. Department of Environment and Natural Resources for the eight-acre site. That includes "Fourth and Green," which would contain primarily residential units with a pool and retail shops.
The request for a brownfieldagreement lists soil contamination from past activity at the site.
Part of the property was used for automotive repair work and also served as the former dealership for Modern Chevrolet, which moved from the site in 2004.
