Senator working on bill to help deteriorating neighborhoods Measure designed for larger cities Chillicothe Gazette (OH) March 12, 2009A piece of federal legislation recently introduced by U.S. Sen. Sherrod Brown and U.S. Rep. Tim Ryan to create a local/federal partnership approach to dealing with vacant and abandoned properties may not have much impact in Ross County. Brown announced the legislation, the Community Regeneration, Sustainability and Innovation Act of 2009, during a conference call Wednesday. The three-year, $500 million demonstration program would provide funding to 15 small cities of 150,000 people or fewer and 15 large cities over the three years to find innovative ways of dealing with vacant structures and properties to improve the character of the neighborhoods in which they are located. Such properties, which Brown said can be found in "darn near every Ohio community," drain public resources, reduce property values in the area and often create an increased fire hazard. ....
