Echo Lake Brownfield defends application By James Perucci Watertown Town Times (WA) July 9, 2009Echo Lake Brownfield defended its application to close an existing landfill, pipe a watercourse through a 620-foot culvert and cover the location with 212,000 cubic yards of fill at 0 Echo Lake Road during the first portion of a public hearing before the Planning & Zoning Commission on Wednesday, July 1. AdvertisementEcho Lake Brownfield provided defense for its application by addressing specific points as residents and legal interveners have expressed concerns over the project. Diane Duva, assistant director of the Waste Engineering and Enforcement Division of the Connecticut Department of Environmental Protection, also spoke on the project, detailing finer legal points such as definitions for fill, clean soil and polluted soil. The origins of the fill being used are not yet known by P&Z members. At the previous meeting of the P&Z Commission, some P&Z members questioned the site's existing contamination as well as the amount of oversight the project will receive. ...
