We have been requested by Northeast-Midwest Institute to forward a
survey related to the federal Brownfields Tax Expensing Program.  The
Tax Expensing Program allows developers to deduct cleanup costs in the
year that that the remediation expenditures were incurred.  The program
is often not used by developers that appear to be eligible, and the
survey is intended to provide a factual basis for consideration of
changes to the program. The survey - created at the request of Rep.
Higgins (D-NY, and Co-Chair of the Congressional Revitalizing Older
Cities Task Force) - is designed to help determine the reasons that
developers often choose not to use the Brownfields Tax Expensing
Program.  This short 5-question/5 minute survey is on-line at:
