New use for old sites Editorial Binghamton Press and Sun-Bulletin February 7, 2010Brownfields. The name alone makes these pieces of polluted and sometimes abandoned properties a curse to many upstate cities where manufacturing was once king. Yet there is hope and an abundance of examples that support efforts to make old and dirty sites new and clean. Through the state's Brownfield Cleanup Program and its tax incentives, developers and companies are less likely to be scared away from land that was once considered beyond reclamation. It is a program that, even in the face of steep budget cuts, should be protected because of its ability to leverage economic development and jobs for areas. One of the more prominent examples was cited in a recent Department of Environmental Conservation list of cleanup projects completed last year. At the top of the list was the southern section of an Endicott Johnson site in Johnson City. The 17-acre plot is scheduled to open later this year as a Walmart, creating a badly needed newcomer to Johnson City commerce. It is near another reclaimed brownfield that houses the printing site for three Gannett newspapers in the region, including this newspaper. ...
