Audit: DHEC often fails to inform public, get input By Sammy Fretwell McClatchy Newspapers/Myrtle Beach Sun News (SC) July 1, 2010The S.C. Department of Health and Environmental Control has not always involved the public in cleanup plans for toxic waste sites -- and that needs to change, state auditors say. In a 17-page report released this week, the Legislative Audit Council said the department generally complies with federal and state rules requiring public participation in toxic waste cleanup plans. But the audit council cited several examples in which the agency has apparently failed. It also said DHEC hasn't assigned enough staff to help gain public participation. The report, which was spurred by a controversy over groundwater pollution near Myrtle Beach-based AVX Corp., recommended more diligent efforts by DHEC to give the public a say in pollution cleanup efforts. Involving the public in cleanup plans lets people know what DHEC proposes and gives the agency feedback on how a cleanup proposal can be improved. ...
