Troutdale takes a deep breath, tackles brownfield site by Nick Bjork Oregon Daily Journal of Commerce September 20, 2010These days, money is tight for projects in both the public and private sectors. As a result, few developers are pursuing projects that require brownfield cleanup, which can be costly and time consuming. But the city of Troutdale is looking to clear those hurdles by bearing some of the up-front costs to clean up a 20-acre site labeled by the mayor as the city's top development priority. Once cleanup costs are finalized, the mayor promises to exhaust all federal and state resources - and dip into the city's own pockets, too - to prepare the site for development. "It's hard for projects to pencil out these days," said Chuck Harman, the interim manager for the Northwest regional cleanup program with the state Department of Environmental Quality. "And when you put remediation costs on top of that, the value of a site is usually upside down." ...
