5 Rock Island brownfield projects lead to redevelopment in 3-block area Dustin Lemmon Quad-City Times (IL) October 4, 2010Once workers broke through a foot of concrete in the former Illinois Oil Products building in Rock Island on Monday, they began drilling to see if the soil or groundwater has any contamination. Portions of the building at the corner of 4th Avenue and 24th Street will be torn down to make room for new development, while the rest will become Jackson Square, a 30-unit apartment complex. It is one of five brownfield projects the city has conducted over the past decade in a three-block area near Arsenal Island. The city received more than $1.5 million through the state and federal environmental protection agencies for the investigation and clean up. ...
