During his first term, oh so many years ago, Mr. Brown's then sense of austerity, which is now even more heightened, did more damage to the University of California system than did his ideologically adverse predecessor Ronald Reagan, who also was not a fan of UC but knew well that the University serves a key function in economic development and the financial health of the state.
