The article discussing the Mill Street Industrial site in Ecorse seems to
suggest that the Michigan legislature recently exempted local governments
from due care obligations. Is this correct?

Officials hope to rejuvenate old buildings

Fairmont city officials are studying ways to return two old dilapidated 
properties to the thriving community centers they once were, thanks to 
funding from the 2011 FOCUS WV Brownfields program.

The downtown Masonic Temple building on Jefferson Street will undergo 
testing for dangerous materials, such as mold and asbestos, before 
preliminary planning can begin, while revitalization efforts will 
continue at the YMCA building on Fairmont Avenue.

FOCUS, which stands for Foundation for Overcoming Challenges and 
Utilizing Strengths, is funded by the Claude Worthington Benedum 
Foundation and aims to provide funding and analyais tools to address 
barriers to redeveloping brownfield sites. A browfield site is an 
abandoned or underutilized property where redevelompnent or reuse is 
hindered by real or perceived presence of a hazardous substance, 
pollutant or cantaminant.
