Capasso and Dion Clark have different reactions when they look at a pile of dirt on the former Thropp site on East State Street in Trenton. For Capasso, the city’s Brownfields Coordinator, it’s the remnant of a nearly complete environmental cleanup, done safely, to the letter of the law and with great effort. For Clark, a Wilbur section native who advocates for his corner of the city, it’s unsafe, another example of bureaucrats keeping the urban poor in the dark about a real danger. ...
