Subject: | [CPEO-BIF] PCE Vapors in the Heart of Harlem |
The 2350 Fifth Avenue site, between 141st Street and 142nd Street in
the heart of Harlem, was an ice cream factory, an industrial dry
cleaners, a school, and then a storage facility. It made headlines in
1997 when the school was evacuated due to PCE vapors inside. New York
State's Proposed Remedial Action Plan ignores the potential for vapor
intrusion at the densely populated Savoy Park apartment complex (just
across 141st) proposes half a cleanup for the building, and downplays
vapor intrusion in the Armory across 142nd.
