Transforming brown into green By Cheryl Mattix Cecil Whig (MD) July 28, 2011Cecil County is working on creating a new zoning ordinance to give developers some incentives to take a chance on redeveloping the county's "Brownfield" sites, especially in the growth corridor. Eric Sennstrom, the county's director of planning and zoning, unveiled a rough draft Tuesday to the county commissioners of a proposed ordinance that would create a floating zone called Brownfield Redevelopment. "This is my first stab at this," Sennstrom said as he laid out the framework for a new ordinance prompted by a presentation, given six weeks ago to commissioners by Landmark Consulting Engineers, about the potential value of Brownfield incentives. Sennstrom's draft included provisions to allow flexibility regarding setbacks, height, parking and loading requirements on Brownfield sites, but did not offer any direct economic incentives. ...
