Cleanup act could be boon to Preston Opinion by RAY HACKETT Norwich Bulletin August 3, 2011Gov. Dannel P. Malloy will pay a visit to the former Norwich Hospital property in Preston later this month. That's a pretty big deal, and could be the best news Preston has had since it began trying to develop the property nearly five years ago, because of a bill the Legislature passed this year that got little notice. The governor on July 7 signed into law An Act Concerning Brownfield Remediation As An Economic Driver. The new law makes permanent a limited pilot program that provided grants to municipalities for brownfield remediation where contaminants prevent the property from being redeveloped. Obviously, an environmentally clean site is a far more attractive investment for a developer. Can you say Norwich Hospital? The biggest problem the town has had in attracting a developer has been the cleanup costs, at one point estimated at roughly $40 million. ...
