Group pushes for Brownfield tax credit reform by Adam Shanks Legislative Gazette (NY) June 11, 2012The New Partners for Community Revitalization, or NPCR, released a report June 4 providing recommendations to the state's brownfield redevelopment programs. The report focuses on the Brownfield Tax Credit, which provides tax incentives for businesses to clean and redevelop polluted and abandoned former industrial sites across New York. The NPCR says the tax program needs to be revisited before it expires in March 2015. They say because the credit typically takes two to three years to apply for and have approved by the state Department of Environmental Conservation, the opportunity for rebuilding under the present program is essentially over. The group contends the state should start analyzing the program and make adjustments now in preparation for the 2015 sunset. It believes the present regulatory program discourages completed redevelopment of industrial brownfields. ...
