Subject: [CPEO-BIF] CPEO comments on HVAC and continuous monitoring at vapor intrusion sites
 
Today CPEO submitted additional comments for EPA's Final Vapor Intrusion Guidance, based primarily upon our experience overseeing the environmental response at Moffett Field and MEW Superfund Study Area here in Mountain View, California.
 
First, we noted that heating, ventilation, and air conditioning systems (HVAC) can provide vapor mitigation if operated properly, but we urged that indoor air sampling be conducted with HVAC systems off, or preferably, with HVAC off and then on.
 
Second, we encouraged the development of continuous or near-continuous air monitoring strategies, now that EPA recognizes that short-term exposure (of pregnant women) to TCE increases the risk of cardiac birth defects.
