Hands Across the River Coalition still advocating for a cleaner harbor

NEW BEDFORD - Sitting in the conference room on the third floor of  
the New Bedford Public Library Thursday, four members of Hands Across  
the River Coalition were poring over printouts of the Environmental  
Protection Agency's website.

"First they wanted to burn the PCBs, then we killed that," HARC  
President Edwin Rivera said, lamenting what he sees as an inadequate  
cleanup of the cancer-causing polychlorinated biphenyls (PCBs) that  
cover the harbor floor. "Then they wanted to put it in bulkheads on  
the river. Now all of a sudden they want to bury it in the river, and  
it's unacceptable."
