Licking County carcinogen plume moving ODOT buying two more houses to mitigate contamination Bethany Bruner Newark Advocate (OH) April 10, 2013 NEWARK - New test results released by the Ohio Department of Transportation appear to support the department's theory that a plume of chemicals from a former testing plant is moving underground to the south and east. Deputy Director Joe Rutherford said the chemicals, mainly trichloroethylene, a carcinogen, seeped into groundwater under James and South Pine streets. The chemicals were used at the testing plant before people knew TCE was a carcinogen. In September, eight homes were designated as being located over the plume and ODOT made plans to buy those properties from the homeowners and provide them with relocation costs.
