Cuomo reform of multibillion-dollar pollution program gets comptroller nod DiNapoli endorses changes to costly brownfield plan By Brian Nearing Albany Times-Union (NY) January 28, 2014 Albany - State Comptroller Tom DiNapoli praised potential changes offered by Gov. Andrew Cuomo to a controversial pollution cleanup program that has already cost taxpayers more than $1 billion and could cost billions more in coming years. Speaking during an informal question-and-answer session with reporters at his State Street headquarters, DiNapoli said changes to the Brownfield Tax Credit program included in the governor's proposed 2014-15 budget are "on the right" track to curb abuses under the decade-old effort.
