New York BCP Spurs Manufacturing Investments By Evans Paull Brownfields Renewal April, 2014A previous Brownfield Renewal article outlined the findings of the recently released report: New York’s Brownfield Cleanup Program: the Economic, Fiscal, and Environmental Impacts. This article focuses on one of the surprising findings: that BCP is inducing manufacturing investments, almost entirely in upstate New York, in effect creating a model for attracting and "re-shoring" manufacturing to former manufacturing sites rather than greenfields. ...The consulting team found at least ten projects where manufacturers were lured to New York's brownfield sites and established new or relocated operations. It might be noted that six of these are in the Buffalo-Niagara region where: 1) the BCP credit is promoted by both DEC and local agencies; 2) some early projects set a precedent for later ones; and 3) there is an abundance of vacant industrial land. Other regions in the state may want to look at the Buffalo-Niagara success stories, described herein, to create their own BCP-fueled manufacturing strategies. ...
