So according to the reprot,  the EPA Brownfields Program has awarded $968.7
million in competitive grants and close to $500 million in noncompetitive
grants funded more than 20,000 brownfields assessments and completed more
than 800 cleanups throughout the country between 1993 and 2012. 800 cleanups
in 20 years or 40 a year doesn't seem like a lot of bang for our bucks. 

What is also missing is how much of this money was spent at sites where
there are still viable PRPs? A firm may have left a particular town but may
have simply relocated to another part of the state or elsewhete in the
country. EPA apparently does not make any effort to identify potential RPs
for these sites for which cost recovery could be sought AFTER the grants
have been expended (so as not to delay cleanups). And none of the academic
studies have tried to determine how many of these publicly funded sites have
viable responsible parties. 

IMHO- The issue of viable parties for brownfield sites seems like an
important task to study since the current funding levels do not even make a
dent in our national inventory of brownfields

The Center for Energy and Environmental Policy (CEEP) at the University of
Delaware has just (May, 2014) published "Brownfields:  
 From Redevelopment to Revitalization." This 177-page, 4.7 MB report
"surveys 'best practices' among brownfields programs across the country
which have pioneered efforts to integrate community participation,
environmental justice and sustainable development into their brownfields
programs. It reviews Delaware's ongoing brownfields efforts and uses the
strategies others have employed to make recommendations for Delaware's
brownfields program."
