So according to the reprot, the EPA Brownfields Program has awarded $968.7 million in competitive grants and close to $500 million in noncompetitive grants funded more than 20,000 brownfields assessments and completed more than 800 cleanups throughout the country between 1993 and 2012. 800 cleanups in 20 years or 40 a year doesn't seem like a lot of bang for our bucks. What is also missing is how much of this money was spent at sites where there are still viable PRPs? A firm may have left a particular town but may have simply relocated to another part of the state or elsewhete in the country. EPA apparently does not make any effort to identify potential RPs for these sites for which cost recovery could be sought AFTER the grants have been expended (so as not to delay cleanups). And none of the academic studies have tried to determine how many of these publicly funded sites have viable responsible parties.
