Tampa working to see five-story apartment complex built on old dump By CHRISTOPHER O’DONNELL Tampa Tribune (FL) December 3, 2014TAMPA - Until the early 1960s, a four-acre plot on West Spruce Street lie within a 100-acre city landfill where bulky items discarded by residents were left to decay. The landfill was eventually cleared but not before contaminants including arsenic and chromium - a compound that can cause respiratory illnesses - leached into the soil. Wary of the unknown cost of cleanup, developers shied away from the site west of Lois Avenue for years. But now, a New York developer wants to build a five-story apartment complex and multilevel parking garage there if the city designates the land a so-called "brownfield" site. ...
