'Brownfield' assistance could be key to former Pillsbury plant's future

The former Pillsbury Mills plant on Springfield's north end hardly has the appearance of a prospect for economic-development incentives after years of off-and-on salvage operations and, most recently, legal issues that have tied the site up in court for months.

A group of chamber of commerce, environmental, state, city and federal officials later this month plan to look at the abandoned plant -- 15 years and counting -- from a different angle.

A workshop on “brownfield” sites scheduled for Aug. 31 also will feature stories from communities that have managed to turn abandoned properties into projects ranging from sports venues to business parks after years of struggling to attract development to sites that often face the twin challenge of deteriorated buildings and environmental contamination.

The 18-acre Pillsbury site at 1525 E. Phillips St. has remained vacant since the last owner, Cargill Corp., shut down the plant in 2001.
