City to withdraw shipyard grant requests By Jon Hawley Elizabeth City Daily Advance (NC) August 19, 2016 A city panel is recommending Elizabeth City withdraw its state grant requests to buy the Elizabeth City Shipyard property, another indication the city’s plan to eventually turn the site into a park may be dead . State agencies are not immediately willing to pay for cleaning up the former shipyard, City Manager Rich Olson reported to city council's finance committee Thursday. That report came as Olson requested permission to withdraw the city's grant applications to purchase the shipyard for $1.2 million. The finance committee recommended council take that action. The city withdrew its offer to purchase the property last week because an environmental assessment found it contains high concentrations of “semi-volatile organic compounds,” toxic heavy metals like chromium and lead, asbestos in numerous structures and other hazards. The city's environmental assessor, ATC Group Services, estimated it would cost $850,000 to $1 million just to clean up soils across the 3.2-acre site, Olson reported.
