Pollution control plan offered at former Rensselaer dry cleaners Developer, state DEC looking at proposal for Rensselaer Roxy site By Brian Nearing Albany Times-Union April 26, 2017 Rensselaer - The owner of a polluted former Rensselaer dry cleaners will install a system to contain toxic vapors leaking out of the ground under a plan being considered by the state Department of Environmental Conservation. New York City-based developer Tim Bayly is looking to redevelop the former Roxy Cleaners, at 800 Broadway, near both the Amtrak train station and a new Hudson waterfront housing development. DEC is proposing that Bayly be allowed to install a depressurization system and basement vapor barrier system for the property, which is contaminated with tetrachloroethene (PCE, also known as PERC), a known human carcinogen.
