Why the delay reconnecting Black Rock with waterfront? By Katie Gibas Spectrum News (Buffalo, NY) September 7, 2017 It may not look like much now, but 1660 Niagara Street in Black Rock has served an important role for Buffalo, including during the War of 1812. "It has a pretty rich history to it. It's pretty cool. Commodore Perry was actually known to recondition his ships at this location," said Leah Pabst, project manager. Two years ago, local officials cut the ribbon to start a project to demolish an old auto-shop and build a new park at 1660 Niagara Street. The waterfront access was supposed to be finished by the end of this year, but that timeline is now delayed until 2019 because of environmental concerns. "You don't know what's in the ground and it's hard to anticipate that so you have to take things in phases. There's pretty rich industrial history.
