Judge orders Titan, Dico pay $11 million fine to EPA over Des Moines site by MacKenzie Elmer Des Moines Register (IA) September 22, 2017 A federal judge in Des Moines ordered Titan Tire Corp. and Dico Inc. to pay almost $11 million in fines to the U.S. Environmental Protection Agency for allegedly selling contaminated buildings to avoid cleanup. The order issued earlier this month by U.S. District Court Judge Robert Pratt is the latest development since the U.S. Department of Justice filed the lawsuit on behalf of the EPA in 2010. The government alleged the two companies, both subsidiaries of Titan International Inc., failed to clean up polychlorinated biphenyls, or PCBs, and other contaminates before selling the land to another company.
