Pensacola City Council approves brownfield designation for affordable housing development by Jim Little Pensacola News Journal (FL) January 14, 2018 A new affordable housing project slated for West Cervantes Street has obtained unanimous approval from the Pensacola City Council to be designated as a brownfield site. The development, named Delphin Downs, will be a 72-unit complex at 1717 W. Cervantes St. at the site of the former Town and Country Motor Lodge. Tampa-based developer SP Downs LLC is behind the project.
